Grace Room Ministries: Should They Appeal or Apologize? Navigating a Critical Crossroad

After the Rwanda Governance Board (RGB) revoked the legal status of Grace Room Ministries, a key question has emerged: should the organization appeal the decision, or should it accept the outcome, apologize, and commit to doing better?

This article explores both paths—what each means, how they differ, and which response might reflect wisdom both legally and spiritually.

What Does It Mean to Appeal?

To appeal a decision means to formally express disagreement with it and ask for it to be reviewed by a higher authority. In this case, it would involve Grace Room Ministries writing to RGB, outlining why the decision to revoke its legal status was unjust or improperly handled, and presenting facts or legal grounds to support their case.

This is not an act of rebellion—it’s a recognized legal process. Judith Kazaire, Head of the Department of Political Parties and Civil Society at RGB, clarified that Grace Room has the right to appeal the decision. She explained that Rwandan law provides an opportunity for organizations to appeal such rulings, and that this could lead to a revised outcome, depending on the arguments and evidence submitted.

She stated: “Grace Room has the right to appeal the decision. It is possible that a new assessment might result in a more lenient outcome, because the law allows such provisions.”

In short, if Grace Room believes it was misunderstood or treated unfairly, it has the right to request a new review.

What Does It Mean to Apologize?

On the other hand, to apologize means to accept that a mistake was made and ask for forgiveness. It’s an act of humility—an open admission that something went wrong, whether knowingly or unknowingly, along with a sincere commitment to change.

If Grace Room Ministries were to take this route, it would be saying:
“We recognize that some of our actions may not have aligned with legal requirements. We are sorry for any misunderstandings or mistakes and are committed to correcting them.”

This approach emphasizes accountability, transparency, and a desire to restore trust with authorities and the public.

The Difference Between Appealing and Apologizing

Appealing and apologizing represent two different attitudes and strategies.
To appeal is to say: “We don’t agree with this decision, and we want it to be reviewed.”
To apologize is to say: “We acknowledge there were mistakes, and we ask for forgiveness.”

One path is legal, aimed at defending one’s rights; the other is relational, focused on rebuilding trust and showing remorse. Both are valid, but they communicate different messages and carry different outcomes.

What Should Grace Room Ministries Do Now?

Since RGB reported that Grace Room operated outside its approved mandate—engaging in religious activities such as prayer gatherings and baptisms, despite being registered as a development-focused NGO—the organization finds itself in a delicate position that requires careful thought and spiritual wisdom.

Here are some key actions they could consider:

1. Reflect Humbly and Honestly
Before taking any public step, Grace Room should engage in deep reflection and prayer. They must honestly ask whether their actions went beyond the scope of their legal registration. Did they unintentionally cross legal boundaries while pursuing their spiritual mission?

Psalm 139:23-24 offers a helpful guide for this process:
“Search me, God, and know my heart… see if there is any offensive way in me, and lead me in the way everlasting.” This is a time for leadership to seek God’s direction, possibly through fasting, prayer, and wise counsel.

2. Consider Apologizing if Laws Were Violated

If, upon reflection, the organization concludes that it indeed carried out activities beyond its mandate, even unintentionally, a formal apology may be the most honorable response.

In that case, Grace Room could write a letter to RGB acknowledging the oversight, asking for forgiveness, and expressing a commitment to work within the legal framework going forward.
This could open the door for future collaboration or even restoration, depending on how the apology is received.

3. Appeal if the Accusations Were Unjust

However, if Grace Room believes that the accusations were incorrect or based on a misunderstanding, they can exercise their legal right to appeal the decision. The appeal would need to include evidence, explanations, and legal grounds to justify why the revocation of legal status should be reconsidered.

This does not mean fighting the government—it means engaging with the law respectfully and responsibly to seek a fair outcome.

4. Continue to Serve with Humility and Patience

Even without legal status, the good work Grace Room has done in communities should not be forgotten. Their impact on youth, vulnerable women, and families in crisis has been meaningful.

Those who benefited from the ministry’s programs can carry that light forward in their own lives. Grace Room’s leaders and members can continue to love, serve, and inspire change in legal and humble ways, proving that God’s work is never dependent on paperwork alone.

A Choice That Requires Wisdom

Grace Room Ministries stands at a defining moment. They can choose to appeal or they can choose to apologize—but whichever path they take, it should be grounded in prayer, wisdom, and a sincere desire to honor God and the law.

The involvement of legal advisors, pastors, and spiritual mentors could guide the ministry toward the best course of action. “A person’s steps are established by the Lord, and He delights in their way.” – Psalm 37:23

Grace Room may have been shaken—but it can still rise, with humility, courage, and the guidance of God.
